I note that there are no details as to how he is even dreaming of implementing this! Cynical view, I know, I'm sorry, but having dealt with projects alongside DEFRA officials historically, I dont hold much hope of anything new.................Oh, except the implentation of a system of getting a licence fee out of Salt Water Anglers, which I'm not against, so long as its reasonable, and effectively policed.
