Generally it is not deep enough to lauch by car without getting it wet at any state of the tide. A hand launch and recover with a rope is often a good way to do it. If you boat is small enough to launch and recover by hand then anything but the lowest part of the tide is ok. So there is not really a best state of the tide to launch but more a state of busyness! Mid to late morning on a weekend with great weather is a nightmare. So early doors is the way to go if you can and it's busy - but everyone comes in between 16:00 and 18:00!
