Was it fit for purpose without piles to take the load. Italian red tape is immense, so I am surprised that it failed. I am sure that even if the cruise line have to pay to rebuild , it is a much cheaper option than the liner going aground and having to be repaired, passengers compensated etc. I am sure that would run to a much higher figure than the estimated damage costs quoted.
