You've got it right, It's the way it used to be from 13:30 onwards. It's to spare the Twin Sails the stress of 2 lifts.

From the BCP website Poole Bridge will lift first regardless of the time of day. Bridge lifting After the first bridge lifts, the second bridge will open as soon as possible. The first bridge will open again, if required, for returning vessels. Until further notice, the lifting schedule of Poole Bridge and Twin Sails will be as per the schedule below. The 200 barrels will only be a guess, the volume of reservoir fluid pumped to the surface is not routinely measured and they probably don't know when the leak started. You can therefore assume the actual quantity is more. The 80% water is very nasty stuff and has to be treated before it can be pumped back down the well. -

Reservoir Fluid is what is brought to the surface from the reservoir either by a nodding donkey or an electric submersible pump , it will contain oil , gas and contaminated water which will be acidic and contain all sorts of nasty bacteria , about 80% of what is produced will be water and will probably cause more problems than the oil . -
